It is reported that Professor Lu Mingquan is the first scientist in China and even Asia to win the ion serro award in 76 years. He is also the second ion member in China after academician Yang Yuanxi, deputy chief designer of Beidou navigation system.

Founded in 1945, ion is the oldest, largest and most influential academic organization in the field of international navigation. Established in the year when ion was founded, the Cerro award is the most prestigious authoritative award in the field of international navigation. It aims to commend individuals who have made great achievements and had a far-reaching impact in international navigation science and technology, and select one winner worldwide every year. Over the years, the 74 winners of the award have been famous experts and scholars in the field of international navigation, including Roger L. Easton, inventor of GPS core patent (1978), Bradford W. They are awarded to members who have made outstanding contributions in technology, management, practice or education in the field of positioning, navigation and timing (pnt). Professor Lu Mingquan won the ion sallow award and was elected as a member of the society because of his major achievements in Beidou satellite navigation signal design and the development of a new generation of satellite navigation receiver, as well as his important contributions in promoting the compatibility and interoperability between Beidou and other satellite navigation systems and cultivating high-level satellite navigation talents.

Professor Lu Mingquan is the director of the positioning, navigation and timing (pnt) research center of the Department of electronic engineering of Tsinghua University. He is also a member of the overall group of major special systems of China's satellite navigation system and a member of the national Beidou Standardization Technical Committee. In the past 10 years, Professor Lu Mingquan and his team have made a number of major technological breakthroughs in the key technology research and system construction of beidou-3 satellite navigation system, which has had a far-reaching impact on academia and industry at home and abroad. Especially in terms of signal design, Professor Lu Mingquan's team invented two modulation technologies: orthogonal multiplexing binary offset carrier (qmboc) and asymmetric constant envelope binary offset carrier (aceboc), as well as constant envelope multiplexing (cemic) technology based on intermodulation structure, which broke the foreign patent barrier and realized independent innovation, It has been deployed on all 30 networking satellites of Beidou 3 to broadcast signals to the world, which has become the main symbol of Beidou 3 system's independent construction, independent operation and global service. At the same time, in the development of satellite navigation receiver, Professor Lu Mingquan's team took the lead in breaking through the key technology of the new generation of multi system interoperability receiver, and successfully developed high-performance and multi-functional interoperability signal ground detection terminal and full band and multi system real-time software receiver, which provides an indispensable technical means for the ground test and evaluation of experimental satellite engineering and networking engineering, It has also provided solid technical support in promoting Beidou's entry into the International Civil Aviation Organization (ICAO) standards.

Positioning, navigation and timing (pnt) technology is a long-term key research direction supported by the Department of electronic engineering of Tsinghua University.
