Yang Changfeng

1982年毕业于国防科技大学，2004年获博士学位。第十三届全国政协委员，现任北斗卫星导航系统工程总设计师、中国宇航学会副会长，国防科技大学兼职教授。全程参加北斗一号、二号、三号卫星导航系统的论证设计、工程建设和组织管理工作，是北斗系统主要总体设计者和工程管理者，为建成世界一流北斗做出重大贡献。主持创建中国特色卫星导航新体制，使北斗性能比肩、功能超越GPS，为世界贡献了“中国方案”；创建“组织协同、技术创新、竞合统筹、质量控制、精稳运行”五位联动体系化工程管理模式，超前超额建成北斗全球系统，彰显了“中国速度”；创建“融网络、融数据、融终端、融服务”的“北斗+”“+北斗”融合发展新模式，构建北斗应用服务生态链，支撑产业化、规模化、国际化推广，打造了“中国名片”。
